Question Disk goes to 100% usage during downloads

I’ve been having problems with my disk drive usage spiking to 100%. At first, I thought the issue was with the drive itself, so I bought a brand-new 1TB Samsung SSD, thinking it might fix the problem, but it didn’t. I’ve already reinstalled Windows using installation media, wiped the drives, and I’m still experiencing 100% disk usage, but only when downloading stuff.

I’ve noticed a difference depending on where I use my PC. When I’m at work, it doesn’t always hit 100%, though it sometimes does. The main difference seems to be internet speed: at home, it’s over 100 Mbps, while at work, it’s only 3 Mbps max.

I’m starting to think it might be a motherboard issue. Any tips would be greatly appreciated. I don't know how to post a pic on here for a example.
 
List specs of your system.
What model drives are you using?

If possible, make a screenshot with Resource Monitor, when 100% disk usage is happening.
Open Resource Monitor,​
switch to Disk tab,​
find Disk Activity section (not Processes with Disk Activity),​
order Disk Activity section by column Total,​
make File column fully readable and​
make a screenshot.​
