Question Display is not clear or sharp after leaving my PC unused for a year ?

Summary
Display is not clear or sharp after starting my PC for first time in a year. I tried every Linux Distro, its worse with Linux but slightly better with Windows 10.

Details
I booted my computer in January 2023 after 1 year of not using it
it powered on but NO Display, after checking online doing some cleaning and reconnecting every part for like 10 times it did STARTED but display looked blurry and uncomfortable to see because it was causing a lot of headaches.

I thought it was caused by the IPS panel so I bought and tested 3 VA monitors but the problem remains.

So in that time my motherboard(gigabyte ab320 hd3) also having problem like BIOS reseting every time i boot it (changed a lot of CMOS battery but didn't work and blurry BIOS too)
RAM showing less than it physically is (reserved memory 2.1 - 2.8gb)
so i thought its my motherboard that is faulty so i changed that too with Asus prime a320-k
but Display problem remains (i fixed reserved memory problem on my new MOBO by changing UMA buffer to 64MB)
now it showing 8.2GB (bios blurr problem is in this mobo too)

Amd Ryzen 2200g (using IGPU)
ram - 4x2 2400mhz from ADATA
mobo - Asus prime a320-k
PSU- corsair 450watt
storage - 1TB WD + 128 ZEB SSD

MSI MP223 and Benq 2280.
GPU driver is up to date.

As i already said i have tested with 3 monitors, its not a monitor problem.
it must either be the RAM or PSU.
