Display looks bad after fresh install of windows.

It sort of looks grainy / Pixelated. Ive had this problem before after a fresh install but ive fixed it. Lord knows how.

I tried to take example screenshots here http://imgur.com/a/9B8Rs , but when i look on my tablet the screens look fine.

I provided info on my graphics card/monitor in the imgur album. Im using a JMB HDTV for my monitor for my computer. It looked fine after my previous install of windows. My hard drive failed so i had to reinstall.

Im running at 1920x1080.

Like i said ive had the issue before when ive installed windows on a new hard drive. Its not my TV I know that
 
Please, take a screenshot using the PrtScr key on your keyboard, paste it in Paint by pressing CTRL + V, save it, upload it- and post it in this thread. It's very important to be able to help you for us, but we can't without enough information. This is the reason why you created this thread, to get expert advise, rather than letting us guess, correct?

I completely understand that you may not think it means a lot by describing something in detail, but it really does help us help you. However, something is clearly wrong, and judging from those two pictures with your cell, we know that it's sharpening, but not why that is there. Hence why you can see a white outline around the edges. Is it your graphics card, or is it your monitor? By at least posting a screenshot, we will be able to tell if it's your graphics card or monitor causing this. The fix is probably simple, but we won't get there unless we know where it's coming from. :)

Aye cheers, http://imgur.com/8bqODtQ there's a screenshot that i used pressing print screen. Not sure how it looks. I think its a gpu issue with the drivers
