do i have to reformat after cpu,mobo and gpu upgrade?

You will always find your machine to be more stable, and give overall better performance, after a complete hardware overhaul (and this is essentially a new/different computer altogether) by doing a clean OS install.
k... As far as reformatting anything... You don't explicitly have to, however, there may be conflicts between old and new drivers, and with the new stuff, windows might not be as happy as it could be. As to the maximizing anything, let alone everything... No idea what you have, but if you're worried about reformatting, maybe your stuff isn't the best off the shelf you can buy and while being an upgrade should be better than your old system, will probably not max out everything forever. It *might* max out some stuff with out any problem, but it will be on an application to application basis.
 
thanks for the reply.... from i3 3220 + gtx 960, i upgraded to i5 6600+gtx1070... im happy with that it does right now, it happens when i format my unit after having the 960 there is a boost of like 10-15 fps in some games.... im thinking of doing the same... but im no expert that is why im looking for suggestions from someone who is good as you... anyway, Thank you sir for replying.. 🙂
