Do I need new CPU?

Hi all,

I'm getting this huge CPU usage spikes lately when browsing the web in latest addition of Windows 10. I have 10 yo 4 core Xeon E5450. It was working fine, but with spring and now autumn Windows upgrades, I get this spikes (99 % CPU usage) and micro stutters as a result. Do you think CPU is causing it? Thanks

It's basically everything new that I do. When I open Task manager, Windows Explorer window, MS Edge, Firefox, video with media player… It shoots CPU utilization to 99 % butt lasts only for a second or two and then falls back to sub 10 %.

The problem is it produces micro stuttering… Do you think it's CPU related? I didn't have this problem on the same system with windows 7 and earlier versions of Windows 10. It is happening since last two updates. PC is still usable as it recovers in a second or two, but it's really annoying. I'm using four 24" displays and gtx 1050ti, but as I said didn't have problems with system earlier so I doubt it's GPU related. 8 GB of ram is also enough for my work, hitting only around 60-70 % utilization. SSD is Samsung Evo 850 so it's fast enough not to cause any delays.

I would really like to know where problem lies. I don't want to buy new CPU+MB+RAM combo just to find out problem of micro stuttering isn't solved.
 


Mouse pointer freezes for a second becoming unresponsive resulting in windows pip sound (sounds like when connecting new device) and then all goes back to normal. When playing game, control becomes unresponsive for a second or two (game goes to normal after stutter most of the time but sometimes crushes to desktop).
 


Here is task manager when playing Subnautica. GPU gets 70 - 100 % utilization and CPU hits 99 % occasionally, but isn't hitting such high utilization constantly:

I have updated to latest version of Windows 64-bit 10 PRO with autumn update (v. 1809 / installed on 3.10.2018 / OS build 17763.1)… Install assistant says I'm up to date.

Idle CPU utilization is between 3 - 15 % (averaging around 6 %)… Pretty much the same as in safe mode, maybe percent or two more cause of firewall and antivirus not running:

It's Bios is from 2003, so it's obvious MB won't have drivers for Windows 10. Going back to Windows 7 is not an option without paying for new licence. Is it possible to somehow undo Windows 10 autumn and spring update? System worked flawlessly before this years spring addition was installed.
 

Under view update history, you should be able to uninstall updates.

 


I can undo only latest autumn build through Settings > Update & security > Recovery > Go back to an earlier build. Is there any other option to undo spring addition too? Uninstalling only latest build doesn't solve the problem. I really don't want to do clean installation because of a licence problem plus afraid of loosing bank and government certificates. It's pain in the ass and expensive to get new ones as the current ones are non transferable.
