Question Does a new PSU and Graphics Card slow down a computer?

Hi,

TL,DR; Installed a new psu and gpu now pc is slow and laggy. Any ideas?

Detailed :
I Bought a new PSU and graphics card two weeks ago and my computer is laggy and slow. Performance of games got a great boost due to GPU but all other processes are laggy and slow than before.
PC boot usually took 7 to 10 seconds. Now it takes 20 - 25 seconds.
Even opening file explorer is slow while copying files in background or running Adobe Lightroom and Photoshop. This did not happen before.

Build Specs:

CPU : Intel Core i5 8400
Motherboard : Gigabyte H310M DS2 ( Running BIOS ver F15 ).
RAM : SK Hynix 8 GB - 2400 GHz.
SSD : LiteOnIT 256 GB - SATA III ( OS Installed ).
HDD : WD Blue 1 TB - 7200 rpm, 64mb cache.
Windows 10 Pro 2004 Latest version

Old GPU : Gigabyte GT 710 1gb.
Old PSU : Enter E-500B - 500W.

New GPU : Zotac GTX 1650 Super 4gb.
New PSU : Corsair CX450 80 Plus Bronze - 450W.

Already tried Trouble shooting:
  • Plugged out and firmly reconnected all wires.
  • Drivers update, uninstall and reinstall.
  • Drive Defrag and chkdsk.
  • Old windows update as well as latest version.
  • Full security scan with windows defender.
Has anyone experienced this before and know how to solve it?
 
Could be... maybe your ssd is getting fuller, and since it's a DRAMLESS model, it's getting slower..?
I doubt this is it, but I actually don't really have an answer but I just wanted to throw something in the ring.

My ssd is 2 years old and i am an average user.
Total LBA's written is 28500 gb abd LBA's read is 39300 gb on 512 bytes sectors. - ( I assume this means data written till now must be 28TB and read is 39TB )
55 gb is currently free in the drive.
Will this decrease performance.? Thanks in advance!!
