Does Bitlocker prevent surface pro from booting off usb?

Hi,
I have a surface pro that is bit locker encrypted and i am trying to boot off a usb to get to Microsoft surface recovery to restore my surface to a clean installation of windows with no bitlocker. when i boot the surface it immediately asks for the bitlocker recovery key and i cannot get to anything even the login screen. I have tried to boot off the usb by holding the volume down button while booting but it wont work, is this because of the bitlocker? What can I do? Thanks!

Ask the previous owner for the BitLocker key.
