Can the cooler be attached to the microatx b660m motherboard without any problem? and will it cause any ram attachment problems?

Are you getting this for a planned new build with the Ryzen 7000 CPU's? If so then yes, AMD has confirmed that all AM4 coolers will be compatible with AM5 lga boards.

No actually as i mentioned, it is for Intel i5 - 12400 (12th gen)

While your link does not explicitly state lga1700 compatibility, virtually all cooler makers will include lga1700 mounting in their current shipments.
It seems that your seller is confirming new stock which includes lga1700 mounting

The GAMMAXX linked in the OP is the same as GAMMAX 400 V2 (it is a V2 just with RGB) which does come with LGA 1700 bracket. It's the older GAMMAXX 400 (V1) that doesn't and only comes with the pushpins for Intel.
