If I buy a Ryzen 9 3900x, will it bottleneck with my GTX 1070 Ti?

Besides, if I do it, will it bottleneck RTX 2080 Ti?

The Ryzen 9 3900x shouldn't bottleneck a 1070ti at all.

With an RTX 2080ti and high refresh monitor, you would see a benefit from the I9 9900k or KS, but the Ryzen9 would destroy the I9s for most non-gaming. workloads.
