Does Monitor affect performance

Im going to buy a LG 23MP67VQ monitor. The monitor resolution is 1920 x 1080 my current monitor resolution is 1280x1024. Am I going to get lower fps?

yes. the higher the resolution, the more graphical rendering that needs to be done.
also the refresh rate and response times will effect performance. if you are using a 75Hz 1024p display and switch to a 60Hz 1080p display you may notice the 60Hz display seems a bit slower because it's refresh rate is a bit lower. also switching from a 1ms to a 5ms response time could also produce quite a noticeable difference.

Resolution is the only aspect that affects performance. Refresh rate and response time does not affect performance. It may affect the look but but fps will be the same. Hz also doesn't not relate to speed, it would be the smoothness of the video assuming you are able to push to that fps. 1ms to 5ms is useless and these are overdrive times not normal operation. This deals with ghosting and should not be an issue nor noticeable in any way.
 
may not reflect any actual GPU performance but each will effect the visual performance, which draws down to the same thing while staring at your screen. and i have seen many slow response displays that have a much more noticeable ghosting effect than others with better response because it can be noticeable.

you can't actually mean that a 120Hz display doesn't appear faster than a 60Hz display when both are running 100+fps. you may call it "smoothness" but there is a noticeable "speed" difference in the amount of images/frames being rendered. maybe you would just label it greater quality over the negative effects produced when using the lower Hz display but it's amount of smoothness makes it appear much faster.
 
And not to forget about possible tearing, if you don't sync monitors refresh rate to actual games fps. So the Hz rate of monitor can affect the performance, if you sync it and the fps falls down, then you get slowdowns. If the monitor have in example G-Sync, then there is no such a problem. So, a monitors refresh rate CAN affect the performance.
