Hi , I'm thinking about buying that kit (Patriot Viper Elite 5 64GB (2x32GB) 6400 MHz CL32 DDR5)
Is it a Good choice ??!
The rest of the build parts are :
Intel core ultra 7 265K
Asus Tuf Gaming B860 Plus Wifi
PNY RTX 4070Ti Super XLR8 Epic X
I would like to go with that specific model because it got a reasonable price and also a high speed transfer rate with relatively low Cas Latency (32) , But It's my first time buying Patriot memory !!

As long as where you're purchasing from has a good return policy it should be a fairly safe buy. When I was looking for memory while doing my build I contemplated going with Patriot but their kits seemed to have higher QC issues than most other brands. The platform itself should be capable of running those timings at that speed without issue.

You could probably get higher speed memory with lower latency without much, if any, cost increase if you dropped down to 48GB (2x 24GB) instead of 64GB.
