Does power limit change anything?

I was wondering if I increase the power limit from 100 to 120% will anything change. Also would I benefit?

There's no reason to not max out the power limit on a graphics card, ever.

Perfectly fine to raise power limit, just allows your graphics card to boost higher really. 😉
No risk of damage unless you have a faulty card, the graphics card's BIOS will be equipped to handle the additional power easily.
If it isn't equipped to handle the extra wattage, the option simply wouldn't be there, as the manufacturer is held accountable for faults.

I have the gtx 980 ti asus gold edition. Would like fps increase in games? even though it's already high enough

Yes it would, it just gives your graphics card more fuel to work with pretty much.
