does the cpu bottle neck this gpu?

Solution
No it will not, however i would make some changes to the build. The main change is the gpu and power supply, the GTX 950 is better than the 750 ti and is barely and more expensive. Also, you do not want to use a generic junk power supply from a $30 case, it will definitely die fast and could damage the other components, so ive added a good power supply that will treat you very well for years.

Solution

how about if i paired it with a gt 730? will it be fine with g4400?

The GT 730 is terribly slow. You should keep the 750ti if you plan on gaming it will make a huge difference.
