Does the stock heatsink with ships with Intel I5-4690 come the thermal paste applied?

I am just putting together the above mentioned CPU on the Asus H97-plus motherboard.

Can you Guys confirm if the stock heatsink which comes with the CPU in the box from Intel has thermal paste applied to it?
