For cpu cooler, i prefer functionality and longevity over aesthetics anytime, so i suggest going air instead. Pumps do fail over time, 2~3 yrs maybe 5 if you're lucky. Anything mechanical really is potential for ongoing maintenance costs. Not only that but possible leaks and corrosion too. 13500 can easily be air cooled and air coolers generally last forever, so one of payment for a lifetime pretty much. Most cooler companies i think, i know Noctua does, offer free mounting kits if continue to use same cooler in future builds with different mounting mechanism. Your case can fit Noctua NH U12a chromax black.

Noctua coolers, fans and build quality is the best, can be pricey but there's no fighting the mounting mechanisms some tend to deal with with other cheaper alternatives.
 
Bear in mind that the LGA 1700 socket wont support the next gen Intel CPUs.

The 9000 series is launching next month. But if you want gaming performance, the 7800X3D is your best bet.
