Does this mean they already updated it and it will it work with my Ryzen 5 3600 out of the box?

Or does it still need a BIOS update and they are just saying like proper socket

Yes, that is what that means.

It will work... sort of. It's probably not a 'latest' BIOS rev, but it will let you POST and boot into BIOS to update to the latest from the board's support page on the website.

It will work out of box, but still flash the bios with newest version, the first revisions had some issues
