Does VPN bypass p2p block?

Hello, I am going to college eventually, and I know that all my desired colleges have peer to peer (p2p) file sharing blocked. Would a simple pptp VPN that does in fact have p2p, bypass this issue and resolve my problem?

if not, what else is there available?
