Question Don't know if everything in my computer shorted out

Ok, so about a week ago I was playing Destiny 2 and out of nowhere my computer shut off. I attempted to turn it back on thinking it was just nothing I pressed the power button and my lights have a sort of breathing effect to it and nothing happens. But my PSU makes this buzzing noise in rhythm with the lights. I was just trying to know if everything on my computer is broken or not. I figured if the PSU shorted out then everything did. So if somebody can please help me that would be great.
 
Is it breathing? or Pulsing/flickering? Answer the question above first and then look at getting a PSU tester.

Based on the limited details, your PSU shouldn't be making buzzing noises. Why it's making buzzing noises is another question.

First thing IMO would be to verify the PSU is in good condition. Then begin the troubleshooting process for the rest of the components.

The lights are breathing but not in a way that somebody changed the effect and I also bought a new PSU and it should be getting in tomorrow.

If its an off brand, unless your system specs are low most likely the PSU blew.

List what your specs are and list what PSU it is. It should have a label on the outside of the unit.

then my pc specs are
CPU: ryzen 5 1600
GPU:Evga SSC Gaming GTX 1060
Mobo: Gigabyte Ab-350m Gaming
Ram: 4x8 corsair vengeance 3000mhz

and I think that should be all that's needed

Yeah if its that one, it's basically fire hazard quality. It's not worth saving 10 or ever 20 or 30 bucks on something that supplies power to all the expensive components of a computer.
