Things you can do:

Observe system performance using Windows' tools such as Task Manager, Resource Monitor, and Process Explorer (Microsoft, free).

Use all three tools but only one tool at a time.

Watch for what changes when stutters etc. occur

= = = =

Look in Reliability History and Event Viewer for error codes, warnings, and even informational events that occur just before or at the times of the frame rate issues and/or screen freezes.

Manually download drivers directly via the manufacturer's website. Reinstall and reconfigre as applicable.

No third party installers.

i edited your post as can't read reddit posts the way forums shows them, if you use the dark theme

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

It doesn’t delete anything, it just stops non Microsoft programs running with start. Easy to reverse.

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

FIXED THE ISSUE!!!! by disabling smart access memory in adrenaline software, once i did that the stutters went away for good, had a frametime flat line, working flawlessly, the only game that had stutters was borderlands 3, but i have been told that game is really poorly optimized. anyway thank you for all your help, really appreciate it. but now i only have one question, can´t i use the feature SAM now, without stuttering? that kind of sucks, is there a way to take adventage of SAM enbled without getting the stutters?

Not a SAM user so will need to defer such options to those in gaming community who were able to make it all work.

There are problems according to some of the websites that appeared via a google search. Cannot validate any given solution or solutions.

One immediate option would be to check the website for additional support and options.

could tie into ftpm - link
It was offered as part of solution here for someone stuttering in BL3 - https://community.amd.com/t5/graphics/6950xt-stuttering-in-games/m-p/529484#M85983 - I would try other parts of the answer.

I have a 7900XT with SAM on, no stutters. But then I don't play Borderlands

its possible BL3 isn't optimized for the memory sharing feature. Shame you can't enable it selectively and just have it disabled when BL3 is running.
