Hi!

my spec:
VGA: r9 280x
CPU:i5 3550@ 3.3ghz (standart cooler)
RAM:2x4gb 1600mhz
PSU:fsp 650 raider 80+ silver
MB:asrock b75 pro3-m
HDD: 1 tb 7200 rmp 64mb + 120 gb 840 evo ssd
OS: wind 7 64bit

-gpu max temp 72 celsius
-cpu max temp 70 (avg 63)
-i have a good airflow in my case
-all drivers are up to date

apparently i can't max out nothing with this spec AC black flag, watch dogs, battlefield 4 even plants vs zombie GW.
i switched my resolution to 1360x768 i gained 10-25 fps depends on game but still don't know what to do my cpu is not k series and my MB is not the best so oc is not an option.
the worst is i have fps spikes in bf4 and its unplayable.I have friends with similar specs and they have no problem running games in 1920x1080 and the forums which i read suggest that i should be able to max out games smoothly..

should i upgrade some of my hardwear ?
or shoud i upgrade to wind 8.1 ?

Solution

did you try to remove all GPU drivers and reinstall?
Did you clean windows install?
Run games open up something like GPuz on the side and check the GPu usage % and clock speeds, they could be locked at 300Mhz, had this problem once.

temps are idle: avg 34.8 max 39 c
fps: because of resolution i have max 110 avg 74 and than fps drops to 5-15 for a few seconds

i regularly cleen my pc so dust is not the problem.

your CPU should be more than enough for any game, so something else is at play.
and yes those games should run at ultra with decent FPS, one of my recent builds was a 4460 + 7950 and it runs everything i throw at it
