Downloads will not install

My downloads and updates will not open when I try to install them. I get an error message that states: Runtime Error (at 96:1227) Internal error: Failed to expand shell folder constant "userappdata".

Solutions for similar problem. I would choose the System Restore option vs tweaking the registry - Your call.
