Question DRAM and CPU lights are on, and no picture or power to externals

Hello, just last night I had taken my CPU fan off to apply some more thermal paste and after I had secured it back on and plugged the fan on I’ve been getting those error lights from the motherboard
I’ve reseated the RAM, checked the CPU (nothing bent or dirty), and nothings wrong with the fan.
How can I fix this?
Motherboard: B550M BAZOOKA
CPU: Ryzen 5 3600
Ram: Vulcan 8gb

You forgot to mention the make and model of your PSU and it's age. Did you feelany static when you took the cooler off the system? Was the system disconnected from the wall when you were taking the cooler?
