Question DRAM LIGHT IS ORANGE AND I GET NO BOOT someone please help?

My Dram light keeps coming on and I don’t know why all the cables are in the right sockets and bought new RAM to solve the issue

Can someone help?

was this pc working before?

The pc is brand new doesn’t have 1 year
Asus rog strix b550 f gaming wifi 2
Corsair RGB Pro x4-2x16gb/32gb 3600 MHZ
AMD RYZEN 7 5800x
ICUE H150 elite capellix
MSI RTX 3070 gaming trio
Samsung Evo 870 x2
