I've got 2x16 (32) GB ram and only have 1066 MHz, is the motherboard limiting me or what is going on?

DDR stands for Double Data Rate. The actual switching frequency is 1066Mhz, but the memory updates on both the leading and falling edge of each cycle, so an effective 2133Mhz.
the SPD data from the memory should tell you the model I believe. Or you can check in the BIOS. If the memory is more than 2133 (uncommon on OEM machines) then you are just a few clicks in the BIOS away from setting it.
