the steps that got me out of the Driver Verifier Violation Detected Windows boot Loops (no specific file was identified as the culprit) was the following:

Only reason i ran Driver Verifier was because i received a Kernel_Security_Check_Failure BSOD the other day..... that mindump file is gone now unfortunately.

- Troubleshoot > Safe Mode
- Ran and reset Driver Verifier
- Removed Avast Free Antivirus
- Removed Nvidia Video Card Drivers.
- Reboot and stopped looping
