Dropping FPS when streaming with an I7 4790k

hello first of all i will tell you my pc spec

cpu i7 4790k
gpu gtx 970 sc
ram 16gb 1600mhz

Ok so when i try to stream using OBS at 1080p 30fps my cpu is at 95-100% now i was told that a 4790k should handle a 1080p stream at 30fps. to get good frames in game i have to down scale to 720p and use the very fast preset and my stream looks really bad the game i am trying to stream is h1z1 i have all the graphics down low in the config.

Any help on this would be great thanks.

are you running the 32 bit obs? if your OS is 64 bit, use the 64 bit OBS, it will run much faster. the 64 bit obs will be located in program files, NOT program files (x86)
