Question Dropping frames, nothing wrong with CPU/ GPU

My pc has regularly been dropping frames, been happening for a while now. Although this was originally just in CSGO from what I could notice. But now it's happening in other games as well as just doing light tasks like watching Youtube. I've kept task manager open to check what could be going wrong but I haven't seen any spikes to show what's wrong. Internet is stable too. Also not sure if this is important but games recommend higher end graphics settings when I check, but I go down a bit because I thought that might be the cause. No change. The only thing I've noticed is a spike in CPU usage but I'm still not sure what causes it.

Intel Core i3 @ 4.00GHz
Memory
8GB Memory
GPU
Nvidia GeForce 1060 3GB
I can link any more info about the pc if need be btw

RAM usage around 70 to 80 percent
I'm not sure how to check temps sorry
What maleware scan would you reccomend?
Edit PSU is a Corsair VS550 550 Watt
