I have a 380w seasonic made power supply that supplies 17A on each of two 12v rails.

there's the 24 pin connector and 4 pin 12v connector

do both connectors power the cpu?
so if the cpu needs more than 17A, it will draw current from both rails?

It will.

However those stickers legally don't hold up in USA.

A some photos of the guts would be nice if you are comfortable with the shock risks associated with opening a PSU.

if i knew how many people got warranty repairs despite peeling the sticker, I would open it up.

I see the info about the 1975 Magnuson-Moss Warranty Act, but I don't see any further info since then about people getting warranty service.

Companies have more money for lawyers than you, and court and lawyers cost more than the PSU is worth so if they give you a problem you probably can't do much about it.

For EVGA you have to pay to ship it in for warranty service, and that alone is basically as much as the PSU cost to begin with, so even if you had a warranty I probably wouldn't use it.

what brand warranty pays for shipping both ways?

any brand that has free RMA shipping has already priced it into the price

Living in America ... here in Europe you just deliver the faulty part to the shop you bought it from and it's no longer your problem. Total cost is gasoline used to reach the shop and back. Sure it may take longer to get the item back even by few weeks, but its free.
