no, it converts the optical drive into a usb optical drive, it also works for laptop hard disks
if you want to convert that sata port into a usb port, i don't know of any adapter for laptops or desktops capable of do that

some esata can be usb 2 or 3.0 iirc, not sure if this one can do that too, the problem as ou see, this only gives sata data transfer, no power transfer anywhere afik

anyway, not sure if leaves a big ugly space in there, perhaps get that extra hard disk enclosure and modify it to fit in there that cable
anyway, not sure if any of those work or how reliable they are,
the safest bet is put a ssd in a optical to ssd adapter bay and fit it in there, also convert the optical to a usb externa drive or sell it to cover part of the parts menioned for your very interesting and uncommon modification
about sliding thehone, it will end up scratched and will fall off if you don't use ductape or something
