DVD Movie Playing as 4:3 with TV Dvd player

Old Movie that was recorded years ago with my TV Dvd-recorder, some reason didn't get the 16:9 flag, if i was to buy newer DVD-R Discs for birthday coming up. Is there a way i can use the Power of my Intel I7 7700 Desktop and reencode this movie for highest quality, and possibly burn to a new disc if it will fit.

((out of writeable discs right now) so just looking for info or steps to do it if possible))

Well i'd like it possibly at least 16:9, not sure if good idea to watch this movie 4:3 on my 16:9 LED Full HDTV 1080P tv, doesn't 4:3 burn in if used like that. Not sure why it didn't record 16:9 with my DVD-recorder in the first place years ago

If you were to redo it in 16:9, it would be stretched.

The original from the TV was almost certainly 4:3.

from old Decades Channel: Trapped on 37th Floor, recorded with old tv dvd-recoder Philips 3576H that i used long ago, now don't use it, just watch/delete off dvd-r at times
