Assuming you have a dvd drive that you can put a dvd into then it should be that simple. Place the dvd into the disc tray, close it and that should be it. If your computer doesn't auto run a dvd playback application such as media player then click the "Start" Icon on your task bar. Click "My Computer" and double click the DVD icon. If your dvd doesn't play/work then right click the DVD icon and click the "Open With" tab. A box will open with programs capable of reading the DVD. Click "Media Player" and Click OK or Set as Default Program. (If Media Player isn't listed you might have to search around by useing the "Browse" button until you locate the Media Player program; If you cannot locate Media Player then this may be the cause to why you can't watch DVD's.)
After this double click or right click and press the "Play" tab button to begin viewing.

If you do not have Media Player then download it from here http://windows.microsoft.com/en-US/windows/products/windows-media-player
If media player doesn't reconize or even play your DVD you may have a driver error. Here is a how to guide to better explain a driver error and fix http://ezinearticles.com/?How-To-Fix-DVD-Drive-Errors---Simple-Step-By-Step-Instructions&id=1185127
