Ebay Video Card Warranties

I'm considering upgrading my video cards and have been looking at some R9 290s on EBay. They're new OEM cards, so they don't include a warranty, but they do have a 14-day return policy. Having never owned a video card that failed, I was wondering if it's likely that I'd encounter most warranty-protected issues in those first two weeks, or if there's a significant risk of longer-term issues I might have issues with.
Considering a potential 25% savings going through Ebay, is it worth the risk?

If it is 'new', it should still be under warranty.

A lot of those r9 290's on EBAY have thermal issues , I wouldn't buy them.

It's OEM, so it's never been used but it doesn't have packaging or a warranty, apparently.
