Editing and Rendering PC for Sony Vegas

My main goal with this PC is to edit and render video files (mainly AVIs) in Sony Vegas Pro 12. I am not sure whether to pursue a rendering PC that will use its CPU to render, or instead go with a GPU based rendering and have dual graphics cards.

I have heard that AMD cards are built for rendering, but I don't know much about it.

My preferred budget is $800, but will go up to $1000.

Liquid cooling is a must (already have one PC that acts as a heater in my room), or any other way to mitigate the heat.

Any helpful responses would be most appreciated!

The CPU should be an AMD FX-8350, as it has 8 cores so is fantastic for very performance intensive software like video rendering, cheap too and when partnered with a H100i or similar, could be overclocked to even better than the stock 4Ghz.
For the graphics card, should be NVIDIA, as it makes use of CUDA processing, which is used in Sony Vegas and Adobe Premiere Pro etc. A good card would be a GTX780, or Titan if you can afford it...
