Elder scrolls glitching with neither the CPU nor the GPU at %100

ok so ive been on here once with this issue and i redownloaded the game it it ran smooth for a day. this is my sons system:
1) i5-2400
2) R9 270x 2gb OC
3) 4 gb corsiar ram
4) asus P8H61-M LE/CSM
mobo
5) 2tb 7200rpm hdd
6) 4 case fans 1 cpu cooler fan
7) monitor runs at 1600x900

So i thought the problem may have been cooling and i added 2 case fans and a fan controller while my son plays ESO the cpu runs at an average 35C, and the GPU runs at an average 50C-53C, so i know them temps are perfect now, it got a little better but still glitches badly when it gets busy with fighting and other players and the settings are all at medium settings. The FPS run at an average 58-60 but itll drop to 25-40 FPS and glitch and make it impossible to play, this happens about every 30 seconds or so. i have open hardware monitor and the cpu nor the gpu is going over 50%-60% usage. On high settings the temps stay about the same and usage on the GPU and the CPU doesnt go above 60%-75% and its completly impossible to even play. Also the ram usage doesnt go above 3.3 gb and the system has 4gb. i know its not the monitor because he was running an i5 3470 with a 1050 and 8gb ram and it ran on ultra no issues same monitor.

With these temps and usage % i cant under stand why the glitching issues. ive read in a few places that they suggest an i3 with 4gb ram GTX 750 or AMD Radeon HD 7850 or higher. I hope ive supplied enough info here and would apreciate any help. thanks in advance

First things first. Eso likes 8gb of ram and does have problems when only 4 is available. It will use a lot of virtual ram and this can give fps drops and loading glitches. Also 35c is reall really low for a 2400. What cooler are you using?

ok so i figured out the answer to my problem, even though everywhere on the web it says 4gb is plenty to run eso, thats not the case! it was running at 3.3 gb ram while playing eso when i had 4gb in the system, i put an 8 gb stick of ram in the system and right away it jumped up to using 4.5 gb while playing eso, and now i can play on high settings with NO glitching and ultra settings with barely no glitching. this game needs a minimum of 6gb of ram to play smooth on high settings. hope this helps others with the same issue!
 


ya i just figured out that you need at least 6gb, with an 8gb stick it runs beautiful on both high and ultra settings
 


im using an old school zalman cnps10x but with the added case fans there is alot of air flow now, i think im gonna remove one now that i know cooling wasnt the issue and use it on another build
