[SOLVED] Enable or Disable High Precision Event Timer (HPET) for i7-6700?

In my current system I am suddenly having issues with my GPU and CPU having weird usage in task manager. GPU is low (Less than 50% used) while CPU is highly used at (over 70% mostly between 80-90%) I have asked around and people said that this CPU should not be bottlenecking my GPU, so I went ahead and done the Userbenchmark and got the following result: https://www.userbenchmark.com/UserRun/18892243. My Disk usage was also weird and sat around at 0-1% only. I read on the internet about people talking about disabling HPET (High Precision Event Timer) from the BIOS and Command Prompt, they also talked about that disabling it benefits good CPU's while bad CPU's are better working with it on. Is my CPU a strong one? And thus should I disable or enable it?
