The Stand By feature on my Dell Dimension 4550 with Win XP Home (SP1) is
behaving strangely. When I invoke it (from Start menu), the screen blanks,
but in about 3-5 seconds, the system reactivates. The Hibernate, Turn Off,
and Restart features work fine. This is recent behavior and thee only
changes I've made recently is to update the BIOS from the Dell site.

This is not a crucial problem as I can always invoke Hibernate, or wait for
the power settings to put the PC in Stand By (that works!)

Any ideas appreciated.

You may want to check the settings in the BIOS and make sure they are
set properly. Press F2 right as your computer starts to enter the BIOS
and check the settings. I am willing to bet something has changed in
there that is preventing Standby ;)
