Question Ethernet, wifi and restart issues in new build - several troubleshooting options exhausted and I'm completely lost

Completely lost on this issue. Just built a new PC from all new parts.

It's been a nightmare tbh. The wifi and Ethernet adapter work for ~3 min when I start my PC before the drop in speed and then just don't work anymore / don't get a connection anymore/ don't find any networks anymore. It's always one of those but not always the same. Sometimes I boot anew and they don't work at all (Ethernet/wifi driver can not start code 10).

Also - and I don't know if those things are connected but it just seems likely since it's so weird in behavior - when I restart my PC it's just stuck on the "restarting" screen forever. If I turn it off manually and start it I have to do that twice for it to boot, no debug lights the first time. Regular shut down is fine MOST times but once every now and then I need to cut the power and start it again.

And when I try to start my PC sometimes I have to boot twice or 3 times. Sometimes the debug lights on my the mobo come on but don't cycle all the way through. Sometimes they don't come on at all.

I'm on windows 11.

Motherboard: MSI B650 Gaming Plus WiFi
RAM: G.SKILL Flare X5 Series (AMD Expo) DDR5 RAM 32GB (2 x 16GB)
GPU: XFX - SPEEDSTER MERC319 AMD Radeon RX 7800XT 16GB GDDR6
CPU: AMD Ryzen 7 7800X3D 4.2 GHz Eight-Core AM5

I've tried:
- changing Ethernet cable
- uninstalling adapters
- updating adapters
- installing different adapters
- reverting back to old adapter version
- different motherboard
- different RAM
- clean windows 11 install TWICE
- different advanced settings for the adapters
- enabling AMD expo
- simply letting it run for hours and waiting if anything changes
- windows troubleshooter
- new SSD (as it was recommended on a different thread since the other one seems to be prone to causing issues)

I'm honestly just lost. I thought it was the motherboard or RAM at first but since swapping them hasn't changed the issue at hand I'm just confused at this point.

It did work fine for the last week and yesterday it acted up again. I didn't change ANYTHING at all. I even activated windows now to see if that changes anything.

Could it be a PSU issue? Or CPU? I have multiple parts here bc I wanted to build the same build for my husband but I'm not confident in doing that until I can figure out what is causing these issues.

It's not overclocked either. Would trying windows 10 instead of 11 help and then just upgrading to 11 instead?

I will take any help at this point. I've troubleshot this for the last 4 weeks with all the downtime I get from work and I just want it to work 😭
 
There are a bunch of ppl using this case tho so I feel like it would be a more common issue no?
Its the motherboard and case combination.

You can see if its the issue by attaching a screw and nut in the hole with a jumper wire to a screw that is a ground.

But looking at the pictures of the motherboard, all the screws need to be grounded. Especially the screw hole between the chip set heat sink and the memory slot.
