It is about using the monopoly of OS to gain browser market share.
Let's say, I'm selling coffee and sugar. My coffee is very very very famous. You are selling sugar. I force the customers to buy my sugar if they buy my coffee. (Otherwise, no coffee sold to them). Since the customers (happy or not) got both coffee and sugar from me, they don't buy your sugar. You cry and go to EU for help. EU told me don't force customers to buy your sugar if they buy my coffee.
Yet, I continued to force the customers. Even though there are customers who throw away my sugar and buy your sugar, EU is still not happy.
