Every game is locked to 96 fps..

With those specs i'm waiting for more than 96 fps in every game, in 1080 p.

Right now, i have tried

-Multiple different drivers for the gpu ( Even clean install, with deleting the old ones. )
-Messed with a lot of nvidia graphics panel settings.
-Plugging gpu out, and back. same to cpu, aswell as changing thermal paste to cpu.
-Monitoring the temps, and usages ( Gpu max usage is 70% and cpu on the other hand is working normally. )
-Tried re-installing every game, ( didn't have time to clean the whole computer to clean windows )
-Tried with different monitors, different hertz.
-Game DVR has been turned off.
-V sync is not on.
