Every single game lags occasionaly.HELP!

Hello guys, hope you'd be able to help me...
Recently I bought Sapphire Radeon HD 4870 1GB edition graphic card and it all went well, had to replace old PSU with new one (600W)...after let's say 15 days all my games started to lag, sometimes occasionaly sometimes it was just struggling and unplayable..

My Specs Are:
Core 2 Duo E4500 2.2GHz processor
Ati Radeon HD 4870 1GB edition GPU
4 GB RAM DDR2

At first I though it was incompatibility Core 2 Duo with this new GPU, then thought about overheating-replaced thermal paste on both CPU and GPU perfectly, SPECCY shows optimal temperatures not even close to heating. I test always on PES 2013 which could be eaten by my specs but always lags ocassionaly...I suspect it could be my HDD, i don't know how frequent my red light should blink, it blinks often, or it could be my mouse and my USB ports overloaded...I have fresh new installed Windows 7 Ultimate 64 bit (which means no malware or virus present)...any thoughts???

Your CPU is bottlenecking that GPU. Maybe it is fine for PES 13 but in most other games it will hold it back allot.Get MSI Afterburner,install it together with RivaTuner Statistics Server,run MSI Afterburner and enable Monitoring in OSD. If you CPU is at 100% usage or high 90's and GPU under 80 then you have serious bottleneck. Also enter BIOS and Reset Settings to Default one maybe there is some problem there.
Is it lagging or stuttering? Lagging (People running in place, a command taking extra long to show up in the game, etc...) normally indicates some sort of network problem. Stuttering would be when the game seems to freeze and gets choppy while playing associated with the FPS.
 


I think stuttering because for some time it goes well (60 fps), then for second or two freezes or slows down drastically (10-40 fps)
 


GPU drivers reinstalled several times, installed latest from AMD...my motherboard is old, I cannot find update to bios...[Gigabyte Technology Co., Ltd. P31-DS3L (Socket 775)] maybe someone help me with it, and also I don't know how to update GPU bios, was reading some articles but there was no step by step explanation...

Also, maybe worth mentioning, sometimes, at welcome screen of windows appears white flash "line" on monitor, so maybe I thought monitor is problem or some malfunction with GPU (not cooperative with CPU or what)...my monitor is Samsung SyncMaster 225bw...

Just to recall...everything was going just fine for about 15 days, almost every game could run on high or close to high settings...and could it be my CPU fan that causes flops in my entire hardware configuration because it sometimes stop rotating (that's why i keep my left side of pc open so i can manually flip the propeler)

This is definitely something to look at. If it turns out to be a bottleneck, time to upgrade.
 


It turns out that something with the BIOS was wrong...I loaded optimum settings in it and now everything is back to normal...many thanks
