Question Every single game stutters...please help!

Literally every game I play has high framerates, but every 30 seconds the entire screen with freeze for a split second.
The sound however, does not stop when the video freezes.

Happens on:

  • Fallout 3
  • Gears 5
  • Far Cry 5
  • Halo Master Chief Collection
  • Wolfenstein 2
  • Nioh
  • Bulletstorm
  • Sniper ghost warrior 2
  • Shadow warrior 2
The list just goes on. ANY 3d application this happens. Even unigen heaven benchmark THEY ALL STUTTER!!!!
Also, my GPU has extremely loud coil whine that corresponds to the stutters as well. It gets quieter for a moment with the stutters.
I thought it was my 120gb ssd, so I even went out and bought a brand new 500gb NVME, no difference.

Temps under load:
GPU: 83c
CPU: 75c

Things I have tried

Hardware:
  • Unplugging everything except mouse and keyboard
  • Different HDMI cable
  • Different wall outlet
  • Different PSU
  • Different CPU of same model (ryzen 2600)
  • Differet motherboard
  • Different Hard drives, SSD, Brand new SSD NVME
  • Different monitor, DVI
  • Different graphics card (Gtx 760)
  • Unplug USB 3.0 case front panel from motherboard
Software:
  • Reinstall windows many times, default settings, fully up to date.
  • Hardware accelerated GPU Scheduling on/off
  • Vsync on, vsync off
  • Nvidia settings 'Low latency mode'
  • XMP on, XMP off.
  • Windows 10 location settings off
  • Windows 10 offline account
  • Ryzen chipset drivers, and without ryzen chipset drivers
  • Latest nvidia driver / Default Windows update driver 432
  • All background programs off. Steam offline mode.
  • All sorts of power plan settings
  • Xbox game bar off
If I use a program like MSi afterburner , and look at frame timings, with vsync on you can see what it should look like with the solid bar, but often with the stutters you get the huge spikes.

What I want: Solid straight line with no hitching/stuttering/hiccups.

What do I do? Do I just need to replace every single component until it stops stuttering? Whats the culprit here?

I have a 1660 super
Ryzen 5 3600
16gb 3600mhz Corsair vengeance ram
Gigabyte B450 DS3H Mobo
Corsair 750 watt gold psu
Is the PSU Corsair RM or RMx? Have you used the same PSU or also change it in the past? Are you going to use the same PSU in the new build?
I'm asking because I'm having a similar issue and I'm having a Corsair RM850 PSU which I think could be the culprit. I'm expecting a new higher quality top tier PSU to arrive in 1-2 days and test it out
 
Could you let me/us know what components you use and used in previous builds when you experienced the stutters? I'm also facing this issue and I'm trying to find the common ground between me and other people with similar issues.

Before any issues my original build had:
NZXT H510 Elite White
NZXT Kraken X62 280mm
Ryzen 5 3600 Processor
MSI B450 Tomahawk Max
MSI 1660ti Gaming X
Sabrent 1TB Rocket NVMe
Corsair Vengeance RGB 16GB 3200MHz
650W EVGA SuperNova G1+

Then in the same week I had a power cut & upgraded my gpu. The issue began so I replaced all the parts in this order gpu>gpu again>psu>ram>storage>mobo/cpu> Then breadboarded the pc switching between psu’s and gpu’s and still no luck in case the case caused the issue somehow, awful frame time spiking continued. The end pc went from the original to this below, the only things re used was the case and the cooler.

ARCTIC Liquid Freezer II 240mm
Ryzen 5 5600x Processor
X570 Tomahawk
MSI 3060ti Ventus
Sabrent 1TB Rocket NVMe & also tried clean install with just Crucial SSD
Corsair Vengeance RGB 16GB 3200MHz
650W BeQuiet Gold Modular PSU

Same issue again... Bought a pre built with drivers pre installed as below...

Lian-Li Lancool II
240mm company branded AIO
Ryzen 7 5800x
ASUS TUF B550 Gaming Plus WiFi
ASUS Dual 3070
ADATA SX8200 Pro 1TB NVMe
Corsair Vengeance RGB 16gb 3600mhz
750w Antec Gold PSU

Same issues from get go even with a plug and play pc using new display port cables etc as well. The latest build I’ll be receiving to test elsewhere has a 10700F & a 3060 and will be used with a power conditioner.

Wow... ok... that's a lot. I'm really curious if it's the power grid somehow at fault with the new pc you will be testing. Good luck man

I test my outlets the outlets in my house are fine even test my Pc at a friends house so I don’t think it’s a power grind or outlet issue
 
run CPUz and post all the screenshots of each memory slot. The Memory tab as well as the SPD tab please

stutters are often related to RAM issues

reset CMOS and set BIOS to all optimal defaults. See if the issue persists. Also in BIOS make sure your RAM is running at proper speed.

Also do what I asked as well above. This reeks of memory issues. I sure hope your 16GB was purchased as a kit and not individual sticks of ram.

I replaced my ram twice I have 16 gigabyte kits I’ve tried resetting the cmos and I’ve tried with xmp on and off but it doesn’t make a difference when I get home from work I’ll post the screenshot of cpuz
 
also, you testing outlets doesn't mean anything really, you need to have an electrician look at your system to rule out power problems.

it seems like everything went south on the power outage you described. since you have literally replaced everything except the case, I would say it's got to be power related as well.

take it all out of case, breadboard it, and see if the issue remains. also, every time you swap mobo you NEED to CLEAN INSTALL windows again.

You’re most likely using the wrong XMP profile. Did you select the 3600 speed for the memory or are you running it on auto in Bios?

I selected xmp on I’ve tested it both on and off and it didn’t do anything and I’ve reinstalled windows more that 10 times already I’m just baffled by this problem cpuz is just showing the default speed with out xmp

Hello, sorry for late reply! Unfortunately, no 🙁
I have clean installed windows without having the headset plugged in and the stutters continue.
However I did something else that fixed the freeze when opening games (for me it didn't fix the stuttering in games), thanks to a user on reddit who messaged me. His initial post can be found here if you want to take a look and try it out
 
Still no progress at all with this. If anything its gotten worse. Ive tried everything. Both of the pc's I have built have ryzen 2600 in them. Perhaps this CPU is just junk and always stutters? new video i have taken of my issue:

I have even moved my PC to different outlets in my house, disabled all sound, went into bios changed/disabled random things, XMP on/off, changing random bios switches in desperation for any sort of progress on this issue. Nothing works. Every game runs with great framerate , but every 15-45 seconds it will freeze/skip a frame and my screen will freeze for a moment. Pretty much just going to giveup on gaming at this point and find another hobby.
