Question everything is stuttering

hi, first I want to tell you my specs

i5 2500

1050ti

8x2 1600mhz ddr3

z68ap-d3 (couldint update it)

650w power supply

liquid cooling

2tb Seagate barracuda

ok, my problem is :

1: the ethernet speed unstable (goes up then goes down) so that affect the download speed

2: when I use HD tune it shows my HDD speed is unstable

3: I have stutters in every game (fps goes from 60 to 58 then return) and in every 2 seconds but in overwatch, the stutters appear after a while.

#1 if your internet is acting up - check your router/cable modem/internet provider - run speedtest.net too.
#2 time to clone your system onto an SSD!

Time to upgrade to a 2020 system rather than 2011?

Try using the new fps cap in the newest Nvidia driver and set it to your refresh rate of your monitor, I.E. 60HZ cap at 60fps. The other stuttering during gaming and watching you tube could be a side effect of your unstable internet. What speed does it go up and down from? Run Seagates hd program to see if it tells you anything more.

does unstable internet effect offline games because I have the same issue in it
and I don't think the HDD is the problem because before 2 months I bought a Firecuda and was the same problem and i returned it and bought a 2x8 ram and 2tb barracuda so I think both are good
and what else can cause stutters and freezing
