I can't say for Metal Gear because that game is generally not benchmarked and I don't have it. However, for W3 it will run it at 1080p on high quality 60fps with no problem, no Hair Works (I have two of these cards in SLI and overclocked for a 1440p monitor). The 970s new are getting harder and harder to find. With that said, I would seriously consider getting a 6GB GTX 1060 for roughly the same money ($250USD) as it is about as fast at a 980. Depending on the nation you live in of course...in America, they are about the same price.
Provided that your CPU is up to par and you have a good amount of RAM, yes, you'll be able to play at high/ultra on those games and more (don't know about hairworks on W3 though)

VRAM demand in games is only going up, even at 1080p. If I were buying a new GPU today, I would not settle for anything less than 6GB VRAM for staying ahead of the curve over the next few years.
