[SOLVED] EVGA GEFORCE RTX 2080 Ti XC ULTRA GAMING 11GB

Just bought a GeForce RTX 2080 Ti to replace my GeForce GTX 1060 6GB and my fps in a game that I frequent have dropped from 150 flat to about 100-130 constantly fluctuating . Also, my fps counter says 6.667 ms, but it goes all the way to 12.00 ms and I don't know what that means, I don't know if it is related to graphics card change it started about a month ago with my old one. Any help and advice would be greatly appreciated.

My computer specs are:
PSU - Corsair RMX 850x 850Watt 80+ Gold
Processor - Intel i7-9700K
Motherboard - ASUS ROG Maximus XI Hero (WiFi)
RAM - Corsair Vengeance RGB Pro 32GB( 2x 16 GB sticks) DDR4-3200

The GPU I replaced is a GeForce GTX 1060 6GB OC Dual HDMI

As mentioned earlier, your CPU is overheating, causing the FPS drop. Since your FPS is now being limited by your CPU, you won't see any FPS increase until you get a better cooler for your CPU. If you wanted to stay will Cooler Master, a couple ideas would be the 212 Turbo, which comes with two fans, or just buying a faster fan for your current cooler. But there are several other options out there if you do some shopping.

Do you have latest BIOS installed?
Do you have all latest drivers installed?

So the FPS drops started occuring before you swapped GPUs?
Have you monitored CPU and GPU temps under load?
Are you running any overclock or XMP at all? (Presumably RAM OC?)

I uninstalled my old drivers using DDU and installed them through GeForce experience. My old gpu was working fine with 150 FPS. My new gpu has the FPS drop. Nothing is overclocked on my pc. XMP is off. My gpu stays at about 74 C using msi afterburner and kombustor and cpu is 100 C also using Kombustor

If your CPU is hitting 100 C, then the issue is your CPU slowing down occasionally during load to prevent overheating (also called throttling). Are you using the stock CPU cooler? Is the CPU going to 4.9 GHz under load?

My cooler is a Hyper 212 Evo. I just reseated it and I ran msi afterburner and kombustor for 10 minutes and cpu and gpu temperatures have not changed. I restarted my computer only to find a gpu over temperature error.

What material are you using on your CPU? The 212 should be enough to keep a 9700k in check. It does a decent job on my 4790k, which is a hotter chip.
No the Hyper 212 is NOT, NOR does a 4790K run hotter than a 9700K. Ignore Intel's TDP BS, that only applies to base clocks.

Hyper 212 is rated for 150w. The 4790K can get up to 150w.
The 9700k can do 200w.

1 month ago I tried upgrading my graphics card. My graphics card is an ASUS GeForce Gtx 1060 O6G. I tried the ASUS GTX 1080 Ti 11GB TURBO and my fps was lower than with the 1060. I returned it and 2 weeks later I bought a NVIDIA GeForce RTX 2080 Super 8GB Card. Same issue, I had lower fps. I returned it. Now I have a EVGA GEForce RTX 2080 Ti XC Ultra 11GB card. The same issue persists, I have lower fps than I did with my 1060.

My PC Specs are
CPU- i7-9700K
CPU Cooler - CoolerMaster Hyper Evo 212
RAM - Corsair Vengeance RGB Pro 32GB (2x16gb sticks) ddr4 3200
PSU - Corsair RMX 850 Watt 80+ Gold (Fully Modular)
Motherboard - ASUS ROG Maximus XI Hero (WiFi)

(Nothing Is Overclocked)

All times I made sure I had my drivers up to date. What could possibly be causing this issue? I am not very knowledgeable about computers.

is your ram in dual channel? like connected to the same channel.

if you can tell me your whole build everything that's part of your pc even the lighting but it has to be connected like rgb fans connected to pc that runs on power and I can probably help you and lastly if I cant and the last thing ill say is that your probably buying bad used gpus

ms is the amount of miliseconds for data to arrive to your pc like ping.
if i have 1 ping it will take me 0.01 mili sec for data on whats happening on the server to arrive.
it only lets you react faster.

How come this wasn't an issue with my 1060? I hear that liquid cooling is better than air and been looking for replacements for the cooler. Would a Corsair Hydro H60 AIO Liquid CPU cooler be enough?
 
Well, the 2080 is consuming around 140 more watts of powers than your 1060 did. So unless the cooler on your 2080 is drastically better than the one on your 1060, more heat is traveling up to the CPU when using this card. And yes, the corsair water coolers are fine units, although the H60 can get a bit noisy under load. If you have the space, I would recommend one of their larger units.
