eVGA GT 730 GDDR5 in an Elite 8000

I know this has been asked before but I'm stumped and looking for answers.

I recently purchased this card after seemingly endless research to make sure it would work in an Elite 8000 SFF with a 240w PSU. The general consensus was that it and variations of it that have the same power requirements would as well.

When I plug it in and fire it up there is no display signal from either VGA or HDMI. I've made sure that the on board display drivers are disabled in device manager, there is no option in BIOS to disable the onboard graphics, only what seems to be an option to disable the VGA controller or connector. The fan on the card spins up but from what I have read this could just mean that there is wattage to spin the fan but not run the card.

The computer it's going in to is an elite 8000 sff that has been upgraded with a 1tb western digital hard drive, 8gb of ddr3 and has win 10 installed on it. Everything else appears to be stock,

Some people seem to be saying that the HP BIOS won't play nice with 700 series cards but I can't tell if that's the issue here. I've pressed the CMOS reset to no effect and looked into a BIOS upgrade but it can't be done as this machine is running Win 10 and the only upgrades are for Win 7. I'm wondering if it's the amperage rating that's stopping the card from working, box says 20a and the psu is capable of a max 14 if I remember correctly.

This machine isn't supposed to be a screamer or anything, just used for movies and streaming. All I was hoping to do was beef it up a touch because I can't help but tinker. I can return the card if needed and get something that should work but I'd rather get this one running if I could. If anyone has any suggestions that would be awesome. Thanks.
