Question Exitlag VPN affects game latency?

I have a customer playing on my cafe. He is using Exitlag VPN for teamspeak only because voice chat app is block in our place. The problem is, while playing world of warcraft he is getting random lag spikes. Other customer though doesn't have any problem with there World of Warcraft at all. Thus, this VPN affecting his latency? I triend changing everything but he keeps getting random lag spikes.
