I have an external Seagate Barracuda LP ST2000DL003 which I am using with a Windows 10 Laptop

I am green with hardware

The power-cord broke, and I may have overvolted it's enclosures with the wrong power adapter before I got the right one.

I have removed the enclosure & attatched photos of the enclosure + added pics of each side of the seagate HDD PCB

Is there a good exsternal USB adapter that I could directly plug the HDD into mylaptop instead of removing any potentially 12V TVS protection diode ?

The 3.5" HDD requires 12V so you can't use it with just USB cables.

The most practical solution is to use an adapter like this with its wall outlet adapter.

The same adapter also can be used for a DVD drive, but if you use it on a DVD you'll need a 3A adapter.

HDDs usually use no more than 2A but I have an SATA DVD drive that requires 2.5A.

But it's not a big problem because you can use any 12V adapter having the same connector size and polarity when needed.
