Extreme Budget Build

Now i have finally built my first gaming pc at a budget of 1600 but my friend has a budget of 300 to 400 which is so extreme bearing in mind this needs to include a monitor mouse and keyboard with headset. If you can find something that would be amazing as im stuck as this is for gaming i cant find anything decent.

Where do you live (just point out country).
You can get chepa monitor under 40-50$ used 1080p from asus TN panel.
Any old gen keyboard with ps2 connector and mouse, since they are pretty durable (10$ at most).

Probably buying an pre built would be best option with good cpu and 8gb of ram and slotting in an gpu would be best thing.
