Question Extreme4 Z370 Won't POST and Can Flash Pink then Blue lights on MB

No POST. Often pink lights and then blue lights show on the ASRock Z390 Extreme4. The fans don't turn on.

As for some history, the first motherboard was replaced (RMA) by ASRock. Since then I have talked with ASRock Technical Support and the replacement motherboard they sent was successfully tested by them. I have reseated the RAM and reversed and re-reversed the POWER SW connector. I have made some changes with the fan connection locations. Suggestions?
