Question Extremely Low CPU speeds ?

Hello,
A while back, I posted a question on this forum regarding, "Low CPU speeds while playing certain games - especially BF4". I tried everything that I was told but wasn't able to fix the problem. So, I let it be. It's just BF4. Fast Forward - 3 days later ... I cant even watch a Youtube video properly on my computer without it stuttering every single second. The Idle CPU temp is past 70 degree celsius lol. I also use "Visual Studio" for C++ programming and I cant even compile and execute applications together. It literally takes me 30-45 mins to compile a 4-5 line code.

I don't know what the issue is. I am extremely frustrated. I dont really have the budget to upgrade right now but I probably would because I literally feel like I have one of those desktops back from the 2000's.

My PC specs:
GPU: GTX 960
CPU: i5 - 4690K
MB: Asus Z -97P
RAM: 8GB Kingston (Single Channel)
HDD: Seagate 1 TB

Please Help.
Have you looked inside while your PC is running and checked that the cooler is functioning? It sounds like your CPU is overheating and throttling.

Yes, the CPU fans and all the other accessory fans are running at their highest RPM's. Only thing I haven't tried yet is the thermal paste. So I'll go get some and hopefully that fixes the problem :( .

Do you OC? It's likely your stock cooler is unable to keep up with your processor/is failing.

Yes, I tried to OC with the in-built Asus (AI suite) but I saw the temp's rising so I set everything back to default. I probably messed something up while I was cleaning my system or something or its just the thermal paste. I have no idea. Wasn't having these problems before.

Try picking up a new cooler, preferably a better one than stock.
